I agree with the recommendation for Olay -- I use the sensitive, non-fragranced form and it has SPF 15 as a bonus. If you get it at Target/Walmart, it's downright cheap. This is the basic Oil of Olay stuff, not their pricier "regenerist" and other lines.
You can still get witch hazel, but you may not need a toner unless your skin is super-oily...
